Description

ARC’s POWER Initiative offers federal grant funding for projects that help Appalachian communities and regions affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries. ARC prioritizes POWER funding for projects that will produce diverse economic development outcomes, such as the following:

  • Diversifying the commercial and industrial bases of local and regional economies
  • Creating high-quality, well-paying jobs in new and existing industries
  • Attracting new sources of public and private investment
  • Providing a range of workforce services and skills training
  • Supporting the expansion of coal technology

POWER projects must also be collaborative. They should be specifically aligned with state, local, and/or regional economic development plans and be designed by a blend of state, local, and regional stakeholders.

Implementation Grants: for programmatic delivery of eligible POWER Investment Priorities.

  • Funding: $400,000 to $2 million
    • Except Broadband Construction and BaaS: $400,000 to $2.5 million

Planning Grants: to develop plans, strategies, and feasibility studies

  • Funding: Up to $100,000

  • Awards Announced – Spring 2026
