This document outlines the Coordinated Transportation Plan for Noble County, Ohio, developed in 2021. The plan meets the Federal Transit Administration (FTA) requirements under the Fixing America’s Surface Transportation (FAST) Act, which reauthorized surface transportation programs through Fiscal Year 2020. In compliance with the FAST Act, locally developed, coordinated public transit-human services transportation plans must be regularly updated to reflect the legislative changes introduced by the Act.
The FAST Act introduced new programs and guidelines applicable to all Fiscal Year 2016 funds, authorizing transit programs for a five-year period.
A robust and accessible transportation system is vital to the communities of Noble County. Transportation ensures access to jobs, education, healthcare, and human services, empowering all residents—especially older adults, children, and individuals with disabilities—to live independently and actively participate in community life
