Apply for the Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills. This one-time benefit is applied directly to the customer’s utility bill or bulk fuel bill.

Program Details & Requirements

Ohio’s Home Energy Assistance Programs (HEAP) are an integral part of the social safety net for Ohio’s older citizens. Many older adults with limited incomes rely on this assistance, and would not be able to get through the year without it. If you’re having trouble managing your home energy costs, we can help.

The Home Energy Assistance Program helps Ohioans at or below 175% of the Federal Poverty Guidelines for a household of up to seven members and 60% of State Median Income for a household of eight or more members to pay their heating bills. 

You can apply online, by mail, over the phone, or by visiting your local Energy Assistance Provider.

To apply online:

  1. Visit OHID website. Click Log in or create an OHID account above.
  2. Search for the Energy Assistance Portal tile under the app store.*
  3. Click Request Access to begin.
  4. Then click Open App to begin your application.

To apply by mail:

If you’re applying by mail, send your application and other required materials to your local Energy Assistance Provider.

To apply over the phone or in person:

Set up an appointment with your local Energy Assistance Provider.

When applying, make sure to have copies of the following documents:

  • Copies of their most recent energy bills.
  • A list of all household members and proof of income for the last 30 days or 12 months for each member.
  • Proof of U.S. citizenship or legal residency for all household members.
  • Proof of disability (if applicable).
  • Physician documentation that cooling assistance is needed for a household member’s health.

Additional Assistance

July 1- September 30

The Summer Crisis Program provides a one-time benefit to eligible Ohioans with cooling assistance during the summer months. Households with a member who is either 60 of age and older, has a certified medical condition, and households who have a disconnect notice, have been shut off, or are trying to establish new service may be eligible for assistance. The program assists in the payment of an electric bill, central air conditioning repairs or the purchase of an air conditioning unit and/or fan.

Summer Crisis Program

November 1- March 31

The Winter Crisis Program helps income eligible Ohioans (at or below 175% of the federal poverty guidelines) that are threatened with disconnection, have been disconnected, need to establish new service, need to pay to transfer service, have PIPP default, need to pay first PIPP, or have 25% (or less) supply of bulk fuel in their tank maintain their utility service.
