Overview
Buckeye Hills Regional Council is seeking proposals from qualified contractors for site demolition and restoration activities at the Loretta Klump Property in Logan, Ohio.
The project is being completed through an Ohio Department of Development (ODOD) Brownfield Remediation Program (BRP) Grant. T&M Associates was selected by Buckeye Hills Regional Council to implement the grant and is issuing this RFP to select a contractor to perform the required demolition and site restoration work.
Scope of Services
The selected contractor will be responsible for demolition and site restoration activities, including:
- Removal and proper disposal of universal waste prior to demolition, including fluorescent lightbulbs and freon-containing appliances
- Complete demolition and removal of the structure, including crawl space, concrete slab or driveway, foundation, and footer materials
- Removal of abandoned materials, litter, furniture, appliances, carpeting, garbage, brush and other items located inside or around the structure
- Transportation and disposal of demolition debris at licensed facilities
- Securing all permits required to complete the work
- Dust control measures when necessary
- Coordinating the discontinuation of water, sewer, gas, electric, and other utility services before demolition
The project also includes backfilling, compaction, and grading. Excavation areas must be backfilled with approved clean fill, compacted appropriately, graded to match existing parking lot elevations, and restored to provide positive drainage where practicable. The final six inches must consist of ODOT #304 aggregate and be compacted to support vehicles with little deflection.
All construction and demolition debris must be disposed of at a licensed Construction and Demolition Debris Landfill or Municipal Solid Waste Landfill. Contractors must identify the proposed landfill in their response and provide manifests and/or receipts documenting final disposal.
Prevailing wage is required for this project. Applicable Hocking County prevailing wage rates are included in the RFP.
Mandatory Pre-Bid Meeting
A mandatory pre-bid meeting and site walkthrough will be held:
October 1, 2026, at 12:00 p.m.

Proposal Submission Deadline
Sealed bid packages are due Wednesday, October 7, 2026, by 4:00 p.m.
