Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

This is to give notice that Buckeye Hills Regional Council has determined that the following proposed action under Appalachian Regiona Commission grant number OH-22330 is located in the 100-Year Floodplain and Buckeye Hills Regional Council will be identifying and evaluating practicable alternative to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at 37800 State Route 7 in Sardis, Monroe County. The FFRMS floodplain extent was determined using the 0.2 percent flood approach. The Appalachian Regional Commission funds the proposed project, which will repurpose and modernize the former Riverside Golf Course clubhouse. This includes ADA-compliant enhancements to the building, an elevator, and a maritime training simulator. The site sits along the Ohio River, at the intersection of Monroe County’s rich river heritage and its emerging workforce needs in the maritime and transportation industries. The project is not expected to have adverse effects on the floodplain. The project footprint is less than one acre.

This notice serves three primary purposes. First, people who may be affected by floodplain activities and those interested in protecting the natural environment should have an opportunity to express concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public education tool. Disseminating information and requesting public comment about the floodplain can support and strengthen Federal efforts to reduce the risks and impacts associated with occupying and modifying these special areas. Third, for fairness, when the Federal government decides to participate in actions in the floodplain, it must inform those who may face greater or continued risk.
