Summary and Background
Buckeye Hills Regional Council is seeking proposals from qualified agencies to provide services funded through the Older Americans Act Title III from January 1, 2026, through December 31, 2027. These services support adults aged 60 and older in the following Ohio counties: Athens, Hocking, Meigs, Monroe, Morgan, Noble, Perry, and Washington.

Eligible Services may include:
- Nutrition Services – Home-delivered and congregate meals
- In-Home Services – Transportation, homemaker assistance, grocery delivery, etc.

- Evidence-Based Programs
Funding & Period of Performance
Successful applicants will be awarded funds for the 24-month period from January 1, 2026, through December 31, 2027.
Older Americans Act Title III-B/Block Grant Supportive Service Program funding for Program Year 2026-27 is provided through the Ohio Department of Aging. Funding will be distributed to each county in the Buckeye Hills Regional Council Planning and Service Area (PSA) based on a formula using U.S. Census population data. Each county will receive funds proportionate to its allocation. Funding amounts are subject to change based on federal or state budget adjustments. Buckeye Hills Regional Council reserves the right to adjust allocations during the review process to ensure service needs are met across the region.

With ODA changing their formulation, are you anticipating a reduction in funding?
This question was asked and answered during the bidder’s conference and can be reviewed by watching the recording.
At this time, BHRC is uncertain of any budget impacts. As ODA releases budgets and formulas BHRC will keep providers and applicants up to date with any and all information. Once we have confirmed budgets, BHRC will release final numbers so that providers can adjust, as needed.
Were the funding amounts previously shown per year or for the two-year contract duration?

Each budget amount displayed is for a single, annual allocation for one calendar year.
Will grab-and-go meals be an available service for congregate meals?
At this time grab-and-go meals are not an available service delivery. The rule for grab-and-go is still being developed and implemented by the Ohio Department of Aging. Once fully approved and published grab-and-go will become an eligible service. Once the rule is published, BHRC will revisit the service of grab-and-go meals, budgets, and service delivery.
