Overview
Buckeye Hills Regional Council is seeking proposals from qualified contractors for asbestos abatement activities at the former Wintersong Village Retirement Home in Laurelville, Ohio.
The project is being completed through an Ohio Department of Development (ODOD) Building Demolition and Site Revitalization Program (BDSRP) Grant. T&M Associates was selected by Buckeye Hills Regional Council to implement the grant and is issuing this RFP to select a contractor to perform the required asbestos abatement.
Scope of Services
The selected contractor will be responsible for abating asbestos-containing materials identified in the T&M Associates asbestos survey dated August 21, 2026. Work must comply with applicable industry standards and all federal, state, and local regulations. The contractor will also be responsible for securing required permits.
Upon completion, the contractor must provide a Closure Report documenting the completed abatement activities and disposal of waste materials, including waste haul receipts and manifests. A Letter of Completion confirming that identified asbestos-containing materials have been removed and properly disposed of is also required.
The project requires prevailing wage, with Hocking County prevailing wage rates included in the RFP. The selected contractor must also execute T&M Associates’ Subcontractor Agreement for Professional Services and meet the specified insurance requirements.
The work must be completed within 60 days of execution of the Agreement for Professional Services with T&M.
Proposal Requirements
Proposal packages must include, at a minimum:
- A completed bid proposal using the Bid Sheet included in the RFP
- A proposed project schedule and estimated completion date
- At least three clients, including names and addresses, for which the contractor has completed similar work within the past two years
- Brief company background information, including the closest office location to the project site
- Applicable license numbers or registration certificates
Mandatory Pre-Bid Meeting
A mandatory pre-bid meeting will be held at the project site:
October 1, 2026 | 10:00 a.m.
The meeting will be followed by a site walkthrough and an opportunity for contractors to ask questions. Responses to questions will be provided to participants who sign in and provide their email address at the meeting. Proposal Submission Deadline
Sealed bid packages are due Wednesday, October 7, 2026, by 4:00 p.m.
The subject line should read: “Former Wintersong Village Retirement Home Asbestos Abatement RFP.”
