Regional Transportation Improvement Plan (RTIP)

The Regional Transportation Improvement Plan (RTIP) is a comprehensive listing of regional transportation projects and services that are scheduled for some phase of implementation within the four-year Statewide Transportation Improvement Plan (STIP) period. The projects identified in the RTIP were selected through a continuing, cooperative, planning effort between the Buckeye Hills Regional Council, the State of Ohio, and local entities, and are in alignment with the goals of the Long-Range Transportation Plan.

What Is the RTIP?

The STIP or Statewide Transportation Improvement Program is Ohio’s four-year transportation planning document. A project is included in the STIP when funding has been secured, and work on any phase of it will occur during the four-year period. The STIP is developed and maintained by the Ohio Department of Transportation (ODOT) in collaboration with the Ohio Metropolitan Planning Organizations (MPOs), the Ohio Regional Transportation Planning Organizations (RTPOs), and rural officials. The STIP is required by both the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The document is used by these agencies to approve federal funds for transportation projects in Ohio. The STIP is developed in accordance with Title 23 and Title 49 of the United States Code. ODOT, in consultation with the MPOs, RTPOs, and rural officials, updates the STIP every two years to reflect changes in the project schedule, scope, funding, and status.

As a designated Regional Transportation Planning Organization (RTPO), Buckeye Hills is tasked with developing a Regional Transportation Improvement Program (RTIP) for Athens, Hocking, Meigs, Monroe, Morgan, Noble, and Perry Counties, as well as 15 townships in Washington County. This document is then directly included in the STIP.

2026-2029 STIP

The Ohio Department of Transportation (ODOT) is developing the 2026-2029 Statewide Transportation Improvement Program (STIP).  On October 16, 2024, Buckeye Hills and ODOT hosted a STIP Rural Consultation session for public officials to learn about upcoming transportation projects in their communities and to provide an opportunity to share their feedback.
